The basis of every website is HyperText Markup Language more commonly referred to as HTML. It's basically a way of formatting text it in a particular way so that an Internet browser (Internet Explorer, Firefox, Safari, Chrome, etc.) can display the page to the viewer and allows you to link pages together using simple tags.
There are no hard and fast rules about what you use to create these pages - you can use a simple text editor like notepad or a much more complicated yet powerful editor like FrontPage or Dreamweaver - it all depends on how comfortable you are with the code.
An excellent alternative to coding pages yourself is to use a Content Management System, such as Joomla, Drupal or Wordpress. These systems offer a templated website with the ability to add content in specific locations. Each system offers different benefits: simple setup, vast numbers of extensions, flexibility of use, and coping with thousands of users.
